The use of permanent traffic regulation orders (TRO) for the regulation and prohibition of private motor vehicles on minor roads is a contentious issue. There are examples of good practice and too many examples of bad practice. There is now a considerable amount of guidance available on byway management and the use of traffic regulation orders and by following this advice it is reasonably straightforward to arrive at an equitable and appropriate balance of use and interests in every case. LARA welcomes feedback to improve the guidance and information available on this website.
